You do not need to have a contract with Cingular / AT&T or any service provider. You can use 2 SIM cards simultaneously without having to choose which to use. For example; if you have one SIM card from T-Mobile, and one from AT&T and are talking using your T-Mobile number, you can also receive calls from your AT&T service (this feature is only available with the P168C version).
