A surge protector could solve this problem. When the potential difference between both ends of the SP is above certain value, the SP is on. Then the potential values of different grounding bodies along both ends of the SP become almost equal to eliminate any discharge of electricity among those bodies. Thus avoid imperiling lives and equipments due to too high potential difference value.
In normal condition, the SP comes to open circuit, which eliminates interference among different grounding bodies.
